Virginia Senator Pushes Bill Offering Incentives To Hire Former Felons

SB971 was introduced by Virginia State Senator Aaron Rouse which is a bill aimed at incentivizing employers to hire individuals with criminal records. If this bill is passed, the legislation would establish a nonrefundable “second chance” employment tax credit for taxable years 2025 through 2029.

Under the proposal, employers would receive a tax credit equal to 5% of the wages paid to qualified employees. The credit would be capped at $1,250 per employee and $2,250 for employees on probation or parole. This bill aims for individuals convicted of felonies or Class 1 or 2 misdemeanors, hoping to reduce barriers to employment for those reentering society.

Rouse, who is currently running for Virginia Lieutenant Governor in a competitive five-way Democratic primary, has framed the initiative as a step toward restorative justice and economic opportunity.
